In an attempt to encourage cross-border e-commerce, on 9 January the European Commission launched an internet platform to resolve disputes between consumers and online sellers of goods and services out-of-court. Consumers can now lodge a complaint through the Online Dispute Resolution (ODR) website in their own language, indicating the goods, services, supplier or seller in question. The platform sends the complaint to the relevant trader, who has ten days to respond and propose to the consumer a neutral intermediary (a dispute resolution body) to handle the case, or decide not to act upon it. The trader and consumer then have 30 days to agree on the body that will handle their dispute. Online consultants are available for help with difficult cases. According to the Commission, 60% of e-commerce traders do not operate in other EU countries because they are discouraged by the potential for cross-border legal wrangles.
