Timmermans introduces downsizing reforms package – On 19 May, the first vice-president of the European Commission, Frans Timmermans, presented the Better Regulation plan, a package of reforms aimed at simplifying and streamlining the prodigious European executive legislative process. The plan’s principal elements are greater procedural transparency and consultation with interested parties, including an online platform through which citizens can offer comments on laws under deliberation. “All the windows will be open and the kitchen and cooks will be visible”, Timmermans said during the presentation.

There will also be a new, seven-member committee, which includes three experts from outside the Commission, whose job it will be to assess the impact of new laws as well as the costs and adequacy of existing laws. All new measures will have to be green-lit by the committee before being submitted for evaluation by the EU commissioners. Lastly, the Commission will strengthen the Regulatory Fitness and Performance programme (REFIT), which continuously evaluates existing legislation to make it more effective and efficient.
