Act only when you see a possible solution that is very much in your interest and can be achieved without too much investment. This is the rule that both the West and Russia have been following in their current operations throughout the Arab world, a region currently engaged in what Pope Francis has referred to as a third world war being fought “piecemeal”. Russia and the West are now engaged (to differing degrees) in Syria, Iraq, Libya, the Sahel and elsewhere.
