It is important for the world to understand that the fate of America’s Paris climate pledge does not lie with Congress or the White House. No matter what roadblocks the federal government may throw up, the United States can and — I am confident — will meet the commitment it made in Paris in 2015 to reduce greenhouse gas emissions that are warming the planet.
