This is the rule that both the West and Russia have been following in their current operations throughout the Arab world, a region currently engaged in what Pope Francis has referred to as a third world war being fought “piecemeal”. Russia and the West are now engaged (to differing degrees) in Syria, Iraq, Libya, the Sahel and elsewhere.
