When Li Keqiang was anointed China’s new premier in March he immediately proclaimed that the destination of his first foreign visit would be to India. The decision to travel to Delhi before heading to Washington, Berlin or London appeared to mark a clear change in Beijing’s foreign policy strategy. It indicated that the frosty ties between Asia’s two great emerging economies were finally thawing.
