Dichiarazione sulla procedura di conferma del Parlamento Europeo nei confronti di Sylvie Goulard

Il nostro Direttore Giuseppe Scognamiglio ha co-firmato un appello alle istituzione europee riguardante il caso di Sylvie Goulard

Il 10 ottobre, i membri del Parlamento Europeo hanno respinto la nomina di Sylvie Goulard come prossimo Commissario europeo francese per il Mercato Interno, sferrando un duro colpo al Presidente francese Emmanuel Macron, che si era opposto allo Spitzenkandidaten, assicurandosi che il leader del Ppe, Manfred Weber, non potesse accedere alla presidenza della Commissione.

Data l'indiscussa competenza generale e il profondo impegno europeo di Sylvie Goulard, questa mancata fiducia ha avuto luogo in circostanze che hanno suscitato serie preoccupazioni in merito all'imparzialità e alla credibilità del Parlamento Europeo stesso.

Il nostro direttore Giuseppe Scognamiglio ha co-firmato questo documento indirizzato alle istituzioni europee, documento che non mira a riaprire la decisione - discutibile - dell'Europarlamento, ma intende farci riflettere sul rischio che corre il PE se deciderà di muoversi in futuro secondo le linee di questo precedente, non accettabile dal punto di vista giuridico e civile.

Statement on the European Parliament’s confirmation procedure concerning Sylvie Goulard

 

On October 10, 2019, the European Parliament’s Committees in charge of her proposed fields of responsibility rejected Sylvie Goulard, the French candidate for the position of Commissioner in the new Commission. This refusal of trust, based upon issues of independence and integrity, took place under circumstances which give rise to serious concerns regarding the impartiality and credibility of the European Parliament itself. 

We respectfully submit this statement to the attention of the President of the European Parliament because, beyond the outcome of the specific case mentioned, it would be of serious concern for the credibility of the EU if confirmation proceedings by the EP - a fundamental component of the democratic legitimacy of the Commission - were seen to be tainted by misuse of proceedings.
