– INFORMATION
Paraguay
Paraguay is a country located in the heart of South America. With an area of approximately 406,752 km², it is the 5th largest country on the South American continent. The capital, Asunción, is one of the most important cities with a population of 525,000, while the metropolitan area exceeds one million people.
Economic Situation
In 2023, Paraguay’s GDP was estimated at $45 billion, with a 4% growth compared to the previous year. The GDP per capita is $6,000. Exports totaled $12 billion, while imports were around $9 billion, generating a significant trade surplus. The agricultural sector is the engine of the economy, with key products such as soybeans, corn, and beef, which represent over 60% of exports. Despite a strong primary sector, the economy is vulnerable to climate fluctuations and commodity price changes.
Inflation in 2023 is expected to be around 5%, mainly influenced by rising food and energy prices. The unemployment rate is relatively low, around 5%, although significant informality exists in the labor market. The minimum monthly wage is set at $300, raising concerns about the population’s purchasing power.
Forecasts
The economic outlook for 2024 is positive, with a forecasted growth of 4.5%, driven by a recovery in global demand and increased investment in infrastructure. However, risks related to dependence on agricultural exports and vulnerability to climatic events persist. Inflation is expected to remain moderate, around 4% in 2024.
Country Risk
Paraguay presents medium country risk, with a relatively stable political environment, though it is marked by issues of corruption and bureaucratic inefficiency. Economic growth, however, may be hindered by poor infrastructure and limitations in public services.
Foreign Direct Investments
In recent years, Paraguay has attracted foreign direct investment, particularly in the agriculture, energy (especially hydroelectric), and infrastructure sectors. The main investors come from Brazil, Argentina, and the United States. Building infrastructure to support the export of raw materials is a government priority.
Geopolitical Analysis
Strategic Position and Regional Integration
Paraguay, located in the center of South America, serves as a commercial hub between its powerful neighbors, Brazil and Argentina. Its relations with these countries are essential to its economy, as much of its trade passes through their markets. Paraguay is a member of MERCOSUR, a trade bloc that promotes economic and political integration in the region. However, occasional tensions with Brazil and Argentina regarding trade policies and energy issues can affect bilateral relations.
Energy and Natural Resources
Paraguay is one of the largest producers of hydroelectric power in the world, thanks to its involvement in the Itaipú Dam, one of the largest in the world, shared with Brazil. This sector represents a key source of revenue and opportunities for attracting foreign investment. However, water resource management and disputes with neighboring countries over energy rights and tariffs remain a delicate issue.
Corruption and Political Stability
Corruption is an endemic problem in Paraguay, affecting trust in the government and institutions. Political reforms are necessary to address these challenges and improve governance. Despite this, the country has maintained some political stability, though social protests and calls for transparency can trigger internal tensions.
International Relations
Paraguay has historically sought to maintain balanced relations with various regional and global powers. However, its diplomatic isolation, due to its historical exclusion from organizations like UNASUR (Union of South American Nations), has limited its diplomatic options. In recent years, Paraguay has sought to strengthen ties with the United States and other allied countries, diversifying its international relations.
Impact of the Pandemic and Post-COVID Development
The COVID-19 pandemic had a significant impact on Paraguay’s economy, highlighting the country’s structural vulnerabilities. Economic recovery was hindered by challenges related to employment and public health. However, the government has sought to implement policies to stimulate growth and improve living conditions.
Climate Change and Environmental Vulnerability
As an agricultural country, Paraguay is vulnerable to the effects of climate change, such as droughts and floods, which can have devastating consequences for the economy. Environmental sustainability and natural resource management are therefore key priorities for the future.
