French version
The global emergency conditions caused by the Covid 19 pandemic require courageous reflections and innovative measures in order to guarantee an equally global, efficient and effective response for a Europe that has unfortunately become center stage for the virus.
It is necessary to identify a European Super Commissioner with wide-ranging powers to coordinate EU policies with regard to health, economy and international relations, so as to ensure, in consultation with the European Commission and with the governments of the Union, coherent, credible and timely decisions.
This is not the time to indulge in general analyzes about whether or not Europe is the point of reference that each of us hopes for. It is not relevant to judge what happened up until yesterday. President Ursula von der Leyen took a stance with conviction, with a compelling speech from all points of view, including on an emotional level.
When we look back at this period in our history, all our lives will be marked by a before and an after the Coronavirus pandemic, and we will all need a Europe that will safeguard those levels of freedom and well-being that have characterized the lives of all its citizens from post-WWII to today, thanks in large part to the process of European integration.
A united vision is needed, capable of affirming the principle that, in the face of this health emergency, the interest of an Italian citizen is the same as that of a French one, a German one, and every other European.
The lives of many citizens are at stake, as well as the survival of a system of freedom and of rules that are the foundation of our civilization.
For this reason, we ask the European institutions and the governments of the Union to bolster the political leadership of the Commission with a technical figure who knows how to contribute effectively to maintaining a balanced health system, economy and collective psychology in a convergent way in the various countries of the Union. The one figure who has a suitable reputation that is recognized in all the Member States, who has considerable knowledge and a deep understanding of the various community dynamics, is certainly that of Mario Draghi. The former President of the ECB could be appointed Special European Commissioner for the Covid 19 emergency, helping to restore confidence to a public disoriented by a pandemic whose effects are unprecedented, and which the French President has not hesitated to compare to a bona fide war.
