Here come the Eurobonds!
Migration is a global and permanent demographic phenomenon that calls for the establishment of super-national authorities and policies capable of looking beyond cyclical emergencies.
With its Migration Compact proposal to the European Union, the Italian government provided a new perspective on the issue of migration: managing uncontrolled flows of refugees and economic immigrants should not be our only concern. We must also work to ensure that a large part of those populations remain in their country of origin.
Remember the countless numbers of Albanian boats crossing the Adriatic in 1991? These were epic scenes, revisited in great films like Lamerica. In size, if not in drama, those trips were similar to today’s attempts to cross the Mediterranean en route to Sicily. Thanks to the active development and integration process that has taken place in Albania, it has been possible to stem the EU country’s emigration flow. This essentially is the idea behind the Migration Compact – to transform the main countries of origin of the refugees into new Albanias. The European Union must extend the geographic horizon of its migration policy to include these countries of origin. Unlike the simple management of external and uncontrollable flows, this new perspective entails actually developing a largescale investment plan for both the future of Europe and emigrant countries. Migration must be handled using tools with greater scope than mere emergency management.
