A new European partnership could strengthen a weakened Obama.

On that 24 July in 2008 in Berlin, Barack Obama had nothing short of a rock star welcome. Swarms of young and old, Germans and Europeans gathered to see and hear the new man vying to replace George W. Bush. With his campaign slogan “Yes we can”, he promised the world a new kind of American leadership. Six years later… what a difference.

Obama is in the middle of his second term as president, yet for the most part, the hopes he generated have turned to disappointments. In Europe, frustration is growing with Washington, what with surveillance scandals and arrogant fines on banks accused of violating US imposed sanctions. In the Middle East, old friends can no longer be sure of White House support.
